    Commission Proposal entitled 'The Moment Of Truth.'

    What the Commission Co-Chairs Bowles and Simpson NEVER MENTION about this benefit, is the fact that it is for low-wage full-career workers.

    So you have to meet the criteria both for very 'low wages,' and have a minimum of thirty (30) years 'solid' work history to qualify.
    And CBO's on analysis of this benefit is that it will apply to only a minority of low wage folks.
    That is because statistically, the folks who are low income enough to meet the 'income test,' most often DON"T MEET THE WORK REQUIREMENT FOR THE FULL BENEFIT.
    And that's not to 'trash' low income foks.  It is just a fact that they often have so many obstacles--such as 'clunkers' for vehicles, or no vehicle at all, problems with affording child care, etc.--that they often have difficulty holding a steady job.

    Therefore, many won't qualify because they lack a solid thirty (30) year work record.

    It appears to me that this benefit is really a bit of 'window dressing.'

    It gives the Fiscal Commission and the Administration something to 'tout,' as though they are being very humane as they proceed to cut our social insurance programs.

    When in fact, for the reasons that I just cited, they are very misleading in both substance and rhetoric, regarding this benefit.
