    if they just wait long enough, all those sick people will die. in a couple of years, their rates of death will naturally drop back down to the average, and it won't have cost them a cent.

    from a strictly (poor) economic standpoint, this makes all kinds of (bad) sense. that it fails to take into account opportunity costs is seen as a benefit, not a problem.
