    Dollars spent versus lives likely saved.

    If the ratio is low enough, build it. If not, don't build it.

    This probably sounds callous, but that's the way it has to be. You could build tornado proof homes out of carbon nanotubes, but the cost would be prohibited.

      Running the numbers, that is.

      Florida didn’t choose to upgrade construction standards after the huge hurricane losses in the 90s because it was the right thing to do. What created the urgency for change was the prospect of property insurance companies dramatically increasing premiums, or even leaving the market altogether.
