    If my house gets destroyed by a tornado, the homeowners' insurance company has to pay to rebuild it.

    If I or a family member die in the same tornado, there is no penalty (unless I have life insurance, which is a different issue -- and they have no leverage over how your house is built).

    Safe rooms protect people, not property. Insurance covers property, not people.

    Where insurance companies should be weighing in is on construction standards that affect the survival of buildings -- roofs that will withstand hurricane-force winds, not building within X feet of the shoreline, not allowing people to rebuild in areas that are washing away.
