    the main issue is that basement square footage is assessed at one half the living area.  So nobody wants the extra tax..  It would be simple to exempt the storm cellar space.  The soil there is deep.  Here in CT it is all rock and you often need to blast, but you can't build on a slab w/o 4 foot deep footings.  And the assessments are market value, not by the square foot.

    All you need in OK is a double-wide septic tank with a stout hatch.  Not hard to incorporate into a slab.  Nor expensive.  There's such a thing as being too cheap.

    Real plastic here; none of that new synthetic stuff made from chicken feathers. By the morning of 9/12/2001 the people of NYC had won the War on Terror.
