    it is a longstanding government agency

    a lot of people can understand its importance, because it has been around so long

    Republicans don't have to votes to kill it legislatively, so they have decided to kill it by refusing to confirm

    in this case you have a complete slate to fill all slots

    Republican refusal to vote on them is grounds to first force them to actually filibuster,  and if they don't fold then go nuclear.
