    I noted the behavior was improper but if the targeting wasn't done for political reasons, which it wasn't, then this isn't a political scandal.  Bad behavior, yes.  A Watergate-like political scandal, no.

    You point out the groups the NYT examined did not run election advertising but this isn't exactly the only way the tax exempt rules can be violated.  That's why I also noted the part in the article about Emerge America.  They were not running ads and had their status revoked.  If you read the next paragraph in the NYT article it reads:

    But some organized volunteers, distributed pamphlets and held rallies leading up to the 2010 elections or the 2012 presidential election, as conservatives fought to turn out Mr. Obama.
    As the article further illustrates, these groups were breaking the rules on a smaller scale, for example the group that "canvassed neighborhoods, handing out Romney campaign 'door hangers'”.  This is a direct violation of the wording of the law and this group should have rightfully lost their status because of it.  In fact, it's a more egregious violation than what Emerge America lost its status over.
