    the POTUS around?

In 2001, before September 11th, the NSA pushed for the incoming Bush administration to "rethink" the protections against unwarranted 'search & seizure" afforded all American citizens by the Fourth Amendment. It argued that it needed new authority to accommodate the agency's emerging technological capabilities.
This is the permagov that is running the show.   This is why there isn't any change.   This is why the Obama administration has pushed the envelope further than the Bush administration, taking up where Dubya left off.  There is an agenda and a script written by the high muckey mucks in the NSA, FBI, CIA, State Dept, Pentagon, and the beat goes on, no matter who is elected.  They send their talking heads onto the corporate controlled MSM to tell the masses, there's nothing to see here...

They are invincible as long as their minions keep their mouths shut and keep their piece of the puzzle hidden from view.  No minion knows what the picture puzzle looks like, just their part.  This is why there is a war on whistle blowers.  If more people blew the whistle, the picture will come into view and the jig will be up.

But, perhaps, they have gone too far too soon with this overreach and the public is waking up sooner than expected.  I hope so.

Snowden did was more important than what he himself blew the whistle on.

If more people blew the whistle, the picture will come into view and the jig will be up.
What Snowden revealed went to the very core of the "permagov" you speak of.

And what this memo revealed is the behind-the-scenes, egregious disregard for the Constitution and how it applies to their overall, ongoing agenda.
