    has a "file", which these days is probably just an entry in an FBI database that may just be a stub to be added to as needed, per guidelines, consisting of the obvious stuff like name, SSN, DOB, last known address, phone #, etc. Any time some triggering event takes place, relevant data is added to it. The question is what constitutes a trigger. We'd probably be shocked to know. Or not.

      who studied Chinese before Nixon went to China has a "file." Same thing for students of Russian.
      On account of access to all that banned communist literature (which was actually awfully boring).
      Probably any college student majoring in Arabic since 2001 has a dossier, too.
