    More than a couple have been surprised that US citizens are not required to carry papers all the time.  

    Citizens in Germany, for instance,  are required by law to have one and carry it.

        And, yes, it matters.  

        It's an issue of selective use of sources in selective situations.  

        We would not respect a news release from the US government that was critical of voting irregularities in South America.  WHy?  We wouldn't be a valid source of criticism.  That's kind of the whole point.

        It's basically the obligation of bureaucrats to be critical of this.  

        Anyone who is only suspicious of their own government isn't looking far enough.
