    I know a number of situations (including incest) where the victim has no interest in filing a civil suit, and some real and valid hesitations about filing criminal charges.  That does not mean the person is silenced -- there are plenty of other ways to make sure that the abuse is acknowledged, that the perp can't go through life without consequences, etc.

    The diary isn't clear whether this legislation relates to civil liability (in other words, actions for damages) or criminal -- protecting the Church's money wouldn't be an issue in criminal prosecutions.

    I have mixed feelings about allowing either civil or criminal lawsuits decades after the fact, even for horrible crimes, whether it's the 94-year-old alleged Ukrainian Nazi who's been in the news, or the alleged perp of sexual molestation in the 1960s. The fact-finding function becomes virtually impossible, as memories are either gone or locked in by having been repeated so many times, witnesses who could corroborate stories are gone, etc. etc.
