    Much of the nation was in a horrible state.  25% unemployment. Farmers bankrupt for miles and miles and miles.

    Aside from the WPA and the CCC, there were new County Extension offices, other programs, "shelter camps" where the government set up tents and had guards to keep homeless families safe in the countryside.

    It was an urgent crisis.  Without the New Deal, there may have easily been revolution. That's what happens when there's nothing left to lose.
