    Going to email Gillibrand tomorrow, just for the halibut.

    Compromise amendment. Switch to the military legal route for 3 - 5 years. Knowing how hard it is to change an embedded culture, five is more realistic. OTOH, when the military decides it will do something, it gets done.

    I would want to see quarterly reports on programs, stats, progress. If insufficient change has been achieved, the separation would be renewed for 2 years and then be reevaluated. I want the switch back to military command be dependent on meeting specific statistics. During this period, the commanders might get some extra training time on any cases from their command as to process, etc.

    The followup would require annual future reports to determine if the commanders were acting appropriately and the stats were holding up.
