  •  It can't be solved at State level; it's Rubinomics (4+ / 0-)

    The Upstate economy has been obliterated by the same factors that have destroyed the U.S. industrial base from Detroit to Gary Indiana to Cleveland. Federal tax policy that rewards shipping jobs overseas and stashing billions in offshore banks; race-to-the-bottom sweetheart deals that permit corporations to extort more billions from States to maintain the few jobs that are left; corrupt "PILOT" (payment in lieu of taxes) deals that cut their tax bills to nothing....

    Nothing done in Albany can change these trends. A factory in Buffalo or Schenectady can never compete with one in Bangladesh or Shenzhen, if the U.S. owners are permitted to hide all their profits offshore and exploit non-existent safety/environmental regulations there.

    the >1,000 dead Bangladeshis in the recent factory collapse are victims of this corrupt process as much as unemployed U.S. workers are.

    •  States Can Do A Lot Actually (0+ / 0-)

      The low skill industrial jobs are most likely gone forever but there are things states can do to attract good jobs.  And certain parts of the state, Rochester in particular, have lost higher tech jobs due to decisions to relocate their facilities to other parts of the country.

      I am not sure this is a good idea but this falls into throw ideas against the wall and see what sticks.
