    There was already COINTELPRO-style infiltration and surveillance on anti-war and environmental groups during the 80's under Reagan.  I know that because I was a target of it.

    And the anti-terrorism bills introduced by Clinton in 1995 and 1996 both had provisions for interception of communications both electronic and non-electronic.

    I would argue that it was the Reagan Administration's efforts to "control" protest groups that re-started the whole process (after the Church Committee presumably ended it in 1975).

    Everything since then has just been a continuation and expansion, driven mostly by the availability of new technology.
