    It's so no one is maimed or killed because of shoddy construction.  Even if you did cut corners, no Realtor would list the place until the deck was either removed or brought up to code.

    OTOH, an unattached patio counts as landscaping.  Now, if you were draining water from your property onto someone else's without their permission your neighbor would have a case against you in, I believe, all 50 states.  But if you want your own foundation to flood every time it rains, you're free to grade your property so that happens, at least until your foundation is no longer sound and your home is condemned.  Then you'll only have your mortgage company to answer to.  They're still entitled to their monthly house payments whether or not said house still exists. Don't expect your homeowner's policy to cover you, either. Most policies only cover damages due to Acts of God, not those due to lack of routine maintenance.
