    i.e., the communications of everybody, by default. This is like a stack of unopened letters. They don't necessary read everything right away because they still don't have that capability, which is why they store most of it for later examination.

    For certain people, however, they expend the resources to track them in real time, i.e., to read the letters while they continue to collect the mail of everyone else.

    Before Tice's interview, I suggested that the intel agencies don't need to read all of our mail; they only need to read the mail of people in key positions of power, so as to control them. Tice's statements appear to confirm that my theory has some validity.
