    The CFL over my kitchen sink, being near the outside wall, takes a lot longer to get to full brightness in winter than the ones around it that are aren't as cold.  Sometimes takes 3-4 minutes.  I usually turn it on to gett it warming up while I go do something else, then come back some time later to do dishes.

      Why I regularly notice SERIOUS dimness until a bulb has been on for a while -- more like ten minutes in my old study and bedroom.  The Ohio house was usually around 65 degrees nine months out of the year, as I only heated it to where I was comfortable (the cats camped on the registers, of course).
