    But basic economic suggests that driving up the costs of production reduces incentives to develop a resource, so making it more expensive to ship should slow the exploitation of it.  Second, it will send a strong signal that the level of regulatory risk involved in fossil fuel exploitation is higher than is currently accounted for, which should influence investment and ratings.  It brings us closer to evaluating fossil fuel reserves properly
