    As long as surveillance tools like PRISM, or cyberattack tools like stuxnet, or cold war era spy agencies like the NSA exist, then no matter how badly they are abused, or could be abused, there will always be a reasonable justification for keeping them around. In other words, once the genie is out of the bottle, it's not ever going back in because in theory it could be used for good and could be somehow tamed by rules and regulations. Of course that is all a fantasy: the tool will be used by its masters without legal/ethical compunction if the payoff is good enough.
