    What it means is that the NLRB will be unable to operate for a longer period, and still seems to leave room for further mischief, as in "yes, we agreed to not to block NLRB nominees, but that was before you appointed these dangerous leftists ... can't rest until they have answered thousands of questions".  They may hope to drag things out until after the 2014 election, where they hope to pick up enough seats to kill off the NLRB more permanently, by getting 51 votes to oppose any pro-labor nominee (they don't even have to win the Senate to do that if they can pick up one or two conservaDem allies).
