    They should enforce the existing law through accountability. Start holding executive branch officials in contempt (using inherent contempt power, with no Justice Department involvement necessary) and impeaching them, and "they will do."

    That's if Congress considered itself an equal, non-subsurvient branch of government.

    Government and laws are the agreement we all make to secure everyone's freedom.
