    While there was a lot more direct knowledge transfer between the military and civilian sides of Boeing in the 1970s than is allowed today, Joe Sutter - the Director of Engineering for the 747 project - disagrees with you that the 747 was based on the USAF airlifter design.  Boeing went through numerous design concepts including single-deck and full double-deck before settling on the 1+hump, and it took a lot of convincing to get the airlines to accept that.
