    It's allowed by the War Powers Act.

    Now, I don't particularly agree with the War Powers Act, but it's there, and it's still in effect.

    The president can only be impeached for high crimes or misdemeanors.  If a presidential action is allowed by law, it is, by its very definition, neither a high crime nor a high misdemeanor.

    I don't disagree with your second paragraph.  Presidents SHOULDN'T be allowed to do this.  But right now, they are.  And to impeach a president for something he's legally within his powers to do is unconstitutional.
