    Requests for a ballot can be signed on a pre-printed form from Elections Boards, which can be downloaded onsite and photocopied. Also doesn't say the voter has to mail the request--anyone can. There's some funky language in getting the completed ballot back to BOE, but it looks to me like anyone can mail it as long as the voter pays for the stamp. I am thinking a "Vote in your Pajamas" effort, where folks show up with their ballots, have them witnessed, pay for the stamp, and we're off. Then again, I'm no lawyer.
