    I'm not a lawyer, but as I understand it, you can't buy an expensive item then declare bankruptcy. A bankruptcy judge would see it and not allow it. Perhaps they have some crooked judge lined up to allow it, but building a stadium with any taxpayer funds should disqualify Detroit from bankruptcy.

    Building a stadium for the use of a private for-profit business with taxpayer funds should be illegal in the first place.
