      The stats don't say if the students' parents are being given a break on tuition due to low-income or academic scholarship or whatever. It just says whether the students attended private school or not, and families are eligible for vouchers below a certain income level (around $43,000 for a family of 4).

       It's very possible the parents are paying full tuition or part tuition already, and can afford to do so, which makes the vouchers a flat-out cash subsidy for them and the church teaching the student. All while reducing the aid payments to the public schools in the same area. Total scam.
