    Could easily make up a lot of this (ie, using inductive charging for the car, and heat based charging conversion for the battery conversion which powers it...) you could get pretty far.  Remember, no spot on the road has to do more then trickle charge.. if you think of it that way in an infrastructure change, the need for high-power output which solar doesn't do so well at goes away, but continuous power conversion becomes viable.

    You would need of course secondary power sources, but your society costs would again be minimal, especially in comparison with fuel cost.
