      Destroying a watershed isn't really reversible for any amount of money. If I have homeowners insurance and a tree falls on one of my buildings the insurance company pays to repair the damage less a deductible, less their assessment of how much the asset had been depreciated.

      If I have watershed insurance and fracking destroys an aquifer or a pipeline spill ruins a habitat it may not be possible to restore the species driven to extinction, the fossil water polluted by chemicals, merely paying monetary damages doesn't cut it.

      What I'd rather see is criminal penalties, not just civil penalties. If you were to drive your car in a manner that endangered the public you would be arrested and jailed.

      If your negligence caused someone to slip and fall that might incur a civil penalty for negligence. If you set fire to a building to collect on the insurance and people die you get a criminal complaint and you don't just get charged with arson you get charged with murder.
