    He is specifically suing for the IRS to enforce the 501(c)4 law that requires "social welfare organizations" to be exclusively engaged in their social welfare mission, not in political activity.

    501(c)4 orgs get to withhold their donor lists, who don't get tax deductions, but the 501(c)4 itself doesn't pay any taxes.

    501(c)3 donations ARE deductible by the donors, and the list of donors is public information.
