    As a condition of receiving Ryan White funding back in the early 90s, states were required to put in place measures that punished a poz person's failure to disclose his status to a sexual partner.  So it's now a criminal offense to fail to inform a sexual partner that one is HIV+.  So in this sense also, telling someone you have HIV is not only not forbidden, it is legally compulsory and the compulsion is enforced by often severe criminal sanctions.

    Mind you, the crime is the nondisclosure itself.  There is usually no requirement that the virus actually be transmited.  In some states, using a condom is no defense.  There's a guy in Iowa serving a sentence of over 20 years in prison because he didn't disclose to a guy he hooked up with via a gay dating site.  The two guys had protected sex, and the complainant was not infected.  But these things don't matter.  Reveal your serostatus or else you may be headed off to prison for a very long time.
