    existing property owners face a difficult choice with or without insurance coverage due to the likelihood of continued disaster.

    Unless rebuilding is your main turn on, how many times can you do it?

    note: U.S. taxpayers are insurance underwriters too (see National Flood Insurance Program);

    and note: coastal barriers are a physical sub-feature of coastlines; their worth as a protective measure against flooding from storms has been well demonstrated; even though these areas have been formally defined (the Coastal Barrier Resources Act of 1982), private development/destruction is still permitted.
