    I can see it beating back a veto on the Security Council. Its a lot harder for Russia and China to come down on the side of chemical weapons instead of against US military action.

    given how that would look internationally (if China and Russia were to veto an anti CW pact) I can see Russia needing to flip the script on this one and actually put pressure on Assad to sign and change the chemical weapon policy. With the Olympics looming, Russia can't be seen as a supporter of chemical weapons- it is much easier for them to be seen as protecting someone from US bullies right now.

    Domestically, it gives the President time to push further diplomatic action, while crafting a military mission that, while hopefully never used, is more specific, targeted, and with a clear objective. In addition, the failure of Syria to sign a non-use of CW pact would make justification for some kind of military action more clear.
    If this plan can be pushed on the global stage, it would likely put RUSSIA in the position of exerting pressure on Syria, and give the US an out from military action.

    I think I might call my Senators today and let them know I think they should take a look at this.
