    Like passing bills through Congress - on some things you can actually get agreement...

    The planned response to the CW attack isn't about changing the course of the civil war there (unless you're John McCain...), it's about responding to the use of CW. For that purpose, this diplomatic proposal is something I think (a) the UN might buy in to, and (b) Assad might - reluctantly - sign.

    Anyone thinking we can resolve the entire civil war through diplomacy at this point is fooling themselves; if you're looking for a Salvor Hardin solution to the Syrian civil war, it's going to come (as so many of the 2nd Foundation's solutions did) from pulling strings to alter the equation, not from straight-up diplomacy.
