    Obviously that wasn't followed by, like, bazillions of countries releasing chem weapons on each other all willy-nilly, so if that's the only thing you're using as a standard, no, it didn't happen like that. Doesn't mean that letting the "norm" continue to erode couldn't head that direction, by the way -- this isn't binary.

    But it absolutely had longterm effects on western political relationships with Iran and the Kurds, say.

    By the by, we did wind up putting Iraq under a "no-fly-zone," you know. Which was about the chem weapons, in large part. No, that didn't happen in the case of attacks against Iran or the gassing at Halabja. Maybe it should have. Maybe if it had, there wouldn't have been more apparent chemical weapons use in 1991, which is what partly prompted the no-fly-zone and UN inspections process until 2003.

        Chemical weapons continued to be used by Iraq until the international community did something.

        No, they were not used all crazy by everybody from that point on, but you're acting as though nobody did anything, ever. The entire point of the no fly zone and inspections process was to end Saddam's frequent use of chemical weapons.

        It negates nothing, except the claim that nothing was done. It wasn't done quickly, and that did in fact lead to more gas attacks on civilians.

        I'm not necessarily for any particular path here, but the argument that we ignored it in the past and "nothing bad happened" is just flat out false, IMO. Bad things happened until the world did something about it, no matter how one feels about the choices of action undertaken at the time.
