    First, it said that some individuals will pay nothing for insurance.  Was that a typo? Did they actually mean nearly nothing?  I can't imagine being able to buy anything for nothing.

    Another point of confusion: New York and California presently disallow rate adjustments due to age.  Will ACA override that?

    If so, wouldn't that lead young people to get better rates at the expense of older people?

    And, of course, an average lower rate is to be expected when you force people who haven't been buying insurance, primarily young and healthy, to buy some. In theory, at least, your average rate could go down even if rates for all current policyholders went up.

      some people will end up paying next to nothing, depending on the plan they choose.

      it will not override NY and CA age rate adjustment prohibitions, which is in part why they're premium rates are higher than other states, even on the exchanges.

      It is my understanding that ACA will not override any parts of state plans which provide at least as good or better benefits than does ACA.
