    each one of those resolutions included sanctions or a threat of sanctions with language that would appear to support military response.

    It was the US and UK that refused to allow a UNSC resolution that did not include reference to sanctions.

      I think the veto rules of the UN Security Council make mockery of the UNSC and of the concept of diplomacy, whether the USA is blocking action or another country is blocking action. But then, I don't understand much about the process and details of diplomacy.
