      Assad did sign off on some reforms which moved the country from a state ruled by the Socialist Ba'ath Party to one where any party can run for President (at least on paper).

      Right now as I understand it there are multiple parties allowed but the Ba'ath Party and Communists dominate the Parliament, which in turn appoints the President.

      Under the new Constitution there is an election scheduled for 2014. I guess the challenge is how to even hold an election when one part of the country is controlled by the Assad government, another by the rebels, and another by the Kurds.
