    we cannot know at this point, if ever, whether racism was a part of this crime.  But either way, the sight of a child being shot in the face is not something a civilized society should allow.  At all.  The fact that the killer who did not even flee, has been arrested and charged, is just the bare minimum of justice.  It is NOT ENOUGH.  We must ask what should be done to stop this from happening IN THE FIRST PLACE.
    The questions, "why did this happen," and "how should it be prevented" make a lot of people uncomfortable -- usually because those people have ulterior motives of wanting to ignore the existence of racism and the danger of guns in our society.

      Gregory Taplin said he noticed Cloninger standing in the apartment complex parking lot several hours before the shooting. Taplin knew he wasn't a resident, so he went up to talk to him.

      "'Do you stay here?' 'Da da da da' -- that's all he was saying," Taplin said. "He was gone, man. He was spaced out. He's up there, like," Taplin said, blinking his eyes repeatedly. "I said, 'What's wrong with this man?'"

      Hours later, Taplin heard the gunshots and went outside. Scared residents pointed at Clonginer as he was standing near his truck. Tapline went up to him.

      "Did you shoot that boy? He said, 'Yeah, I shot him.' I said, 'Why?'" Taplin said.

      But Cloninger only muttered words that didn't make sense, he said

      Maybe Taplin should have quietly called 311 and asked for a patrol car, or  gotten together a few residents to find out if Clonninger was there on business or looking for drugs,
      and suggested if he had no business there to move him along.

        And as for calling the cops --

        1.  Clearly he should have, but hindsight is 20/20
        2.  Have you ever heard of the wait times for 911 calls in poor black neighborhoods?

          Here's this guy waving a gun and acting unstable to put it mildly.

          You ignore it or you report it regardless of police response time. It's actually pretty good in Dallas. Especially if you report someone is holding a gun without any cause except possibly the paranoid thoughts running around inside his head.

          Hey, Here's an idea,  Taplin could call 911, and then go
          knock on a few doors and suggest to people "There's a crazy guy outside, call the cops and lets get a few guys to
          go outside and deal with him"

            ...tell me, do you routinely "go outside and deal with" persons you suspect of being mentally ill or otherwise 'out of control'?

              and in my neighborhood,
              when there is someone truly whacked hanging out in the alley, I make sure my neighbor "The Mayor of the Alley"
              is aware, and he will fix any human problem going.

                  1) they have tools i don't.

                  2) they have guns

                  3) they have legal authority I don't

                  4) They have lots of cops.

                  5) they are younger, stronger, faster, better trained then I am.

                  6) They put up big ads saying"If you see something, say something".

                  7) If i go see the "Mayor", he figures out what to do, and he has a 'posse'.

                  So, yeah, I'm criticizing taplin.

                    ...here's what you originally wrote (emphasis added):

                    Don't criticize him on that second point--"lets get a few guys to go outside and deal with him"--if you won't do that yourself.

                    I'm a big, strong, reasonably healthy guy, and I won't take it upon myself to go "deal with" some random stranger who may or may not be mentally disturbed and may or may not be armed; I won't fault anyone on that point.

                    Now, there have been times when I've gone to other people and said, "hey, there's a guy over there acting pretty strangely; you might not want to go over that way," or something similar.  Hindsight is always 20/20, but I wish someone had said that to the parents/kids at that birthday party.

                      the "Mayor of the alley", let him stick his head out, and he'll get his brother, his nephew, 5 of the guys down the block, 2 of the neighbors, and instant posse.

                      Now as I live in a primarily african american neighborhood,
                      3-9 black men aged 22-50 going and making it very clear
                      to a crackhead or a couple of thieves that their presence is not welcome is the neighborhood social network operating.

                      Me going out there as a non black person, well,

                      How many people would call that a racial incident?
                      starting with the original diarist?

                      I call the cops, I call the neighbors, I chill out past that.

            next door a women who lived in the apart above the store next door cowered in her bed, heard the guy breaking in and did NOT call the cops and the TOLD me about it. I was never so pissed off at someone in my life. Damned moron.

            I also had a neighbor who had a bunch of dogs because she was so scared someone would break in. Her dogs woke her up one night barking barking got her ot of bed  because someone was breaking into my house next door, but she didn't call the cops. Damned moron.

            Go figure.

      up the white kid on the school bus a few weeks ago?

      Was that a "so what" to you because it wasn't a black kid who was beaten by white boys?

      Where was your rage then?

      If the 8 yr old was shot because of some racist feelings than it could be another count added to his current charges. He's in jail. Large bond.

      Let's see how it's played out. In the meantime, his family needs support and probably money for medical bills, etc.
