    But my take on climate change policy has always been that there won't be a critical mass for meaningful action until either technology provides a relatively easy fix (sulfate aerosols, biosequestration, etc.) or Miami actually starts flooding.

      taking action on climate change will never be a winner until it has progressed to the point of being too obvious to ignore (even to Republicans), or somehow it's an easy fix.  The former seems more likely than the latter, sadly.

      the easiest thing might be to implement a relatively small tax that is set to increase incrementally and then, at the same time, pass a payroll tax cut of a larger amount, like $100 billion more. Then, when it's up and running, we can worry about smoothing any differences.

      It's different if this were to be talked about in, say, 2018 when the economy were better, but if the Democrats were to take back the House in 2014, it should be one of the first things they do. It's probably good stimulus in a number of ways, and the economy will almost certainly need the help.
