    "can Boehner refuse to bring the Senate version of the CR bill to the floor or do the House rules provide that it, as a budget bill and/or bill that originated in the House, it must be taken up?"  

    If he can and does refuse then the only option left would be a discharge petition. Right?  I have to guess a DP would be signed by all the Dems and hopegully enough saner Rethugs to be successful.

      He can bring it as it stands, not bring it at all, make changes to it and then bring it. He can do almost anything procedurally.  He clearly does not want a govt shutdown, but it's anyone's guess what he'll be willing to do on what will likely be 48 hours notice once all the delaying in the Senate is done.

      Regarding a discharge petition, my understanding is that it can only be brought on measures that have been held up in committee for 30 or more days. I am not certain that that applies in this case, though maybe one of the rules gurus can comment.
