If Reagan/Bush hadn't cheated their way to victory over Carter in 1980, Carter would have been in office though 1984. While Gorbachev in reality didn't become Communist Party General Secretary until 1985, the alternate reality might have seen him come a year or more earlier. But still his Party was already in a state ready for Gorbachev to start to "restructure", so Carter would have had that to work with - and perhaps a different reformer earlier than Gorbachev.

I will note that even apart from Reagan/Bush stealing the Carter debates briefiing notebooks (and so writing the "there you go again" script), and apart from the Reagan/Bush campaign manager Casey coming from the SEC where it worked up post Vietnam/Watergate inflation and malaise, Casey made the deal with the Iranian revolution. To keep hostages until Reagan's Inauguration Day, in exchange for missiles and other weapons stolen by Reagan/Bush cronies from US arsenals. And arranged the sabotage of Carter's Desert One hostage rescue operation (with Col. Oliver North among the Marines in the helicopters).

While speculating about a Carter 2nd term and a Gore presidency are fantasies, they are not at all far off from the reality where Reagan/Bush/Cheney stole our reality for their nightmare.
