    developed a small hovering rocket to be launched from shipboard as an electronic decoy to fool surface skimming missiles. It just sat there at about 50ft balanced on  its thrust column and moved sideways at about the same rate as a ship. Didn't land again though.
    So it appears that the Falcon technology has some earlier work to build on.

      working on since the 50's.

      The biggest problem is trajectory deviations when the
      vehicle is at high energy, makes it hard to hit
      a small target.

      the fluids slosh around, AoA shifts, you end up 50 miles
      off target pretty darned fast.
