    Sometime in the last decade, HHS's financing was changed so that some of the money coming from the Medicare tax is used as a funding stream for certain HHS functions. So even when Congress fails to appropriate funds for us, there are some areas that rarely close.

    The HHS Office of Inspector General, Office of Audit Services, is one of the functions still up and running. We actually bring money back to the government as we go after fraud and abuse. (Waste is not as big a problem as some would have you believe.)
