    and for there even to  be a a full vote of the House then

    Boehner would have to break with this rule;

    as there is no public record of which members comprised a majority-of- the majority,

    then any member of the House can claim they weren't in opposition to a vote (or the legislation) and that their hands were tied by the rule.

    There certainly has been enough participation in such an anti-democratic tactic to hang any Republican at election time, but its unlikely any of it will come to light.
