but I don't really see the problem with very wealthy people not receiving social security? maybe I'm misunderstanding ... ?

personally I think the cap on social security tax should be raised (if not eliminated entirely)

    •  The cap should (5+ / 0-)

be higher. It can't be eliminated altogether, but it needs to be higher. That will keep it solvent for the next hundred years. This Chained CPI is bullshit sleight-of-hand accounting and that needs to be emphasized over and over again.

Such a simple thing--raising the cap on earnings. Yet not one Serious Person in DC seems to be able to wrap their brain around  it. The time to school them starts now.

    •  Because as long as everyone is receiving it (0+ / 0-)

It can't be classified as "welfare." It's already weighted so that the rich get less.

But yes, the cap does need to go up or be removed entirely. And capital gains need to be taxed at the same rate as income.

    •  Means testing fails both theory and practice. (0+ / 0-)

It is a hardcore political reality in America that "welfare" programs get cut.

Means testing Social Security turns it into a "welfare" program.  That's the theory.

The practice is that it also drives up overhead.  There is no need to add sand to the gears.

The bonus is that means testing is also not required to make the program solvent.  Simply raise the limit on income which is subject to the cap.  Makes it less regressive.
