Pay off the Department of Homeland Security, Iraq, Afghanistan fiscal war fiascoes of both the Bush AND Obama presidencies.

Note to Congress:  Next time you want to pass a bill to embark on a fruitless war/surveillance buildup against either domestic citizens or sovereign nations, please add a tax amendment to it.  Especially a war you're sending a tiny subset of Americans off to their death and telling the rest of us to go shopping.

Two taxes that should be implemented right away:

      1) raise salary cap for social security.  That will end the debate on the future of social security.  There will be more than enough money.

      2) Create a next tax which is a small tax on financial transactions.  Use that money for medicare.

We need to recognize that the defense industry is a massive jobs entitlement program, strip mining the wealth of a generation into useless pursuits.  It can't be downsized without huge economic pain.

But, if the funds, brains, material resources, and sweat of that generation had been used for socially beneficial programs like alternative renewable energy or high speed rail, we'd at least have accumulated some lasting benefits other than mothball fleets of tanks sitting in the desert waiting for the USSR war with Europe.
