    When you have a big one-time job, especially one that's highly specialized, hiring hundreds of employees (and having to find a place to put them, with all the highest-tech bells and whistles, and hire supervisory/managerial staff) may well not be the best way to get it done.

    I don't have a problem in this case with the concept of contracting it out. I have a HUGE problem with what apparently was in that contract, which does not seem to have included what I would put in any deal to paint my front steps: it's a fixed price, the last third doesn't get paid until the job is completed to my satisfaction, and there's a serious penalty for not meeting the deadline. Instead, it sounds like an open-ended time-and-materials, so the longer it goes, the more the contractor earns. Bad contract design and bad oversight have made a bad situation worse.

      OFA and the VAN system during the 2012 election, that this program appeared to be sloppily built and implemented.

      It requires constant updating to stay abreast of current technology, tweaking whenever the law or administration of the law is tweaked, and constant optimization.  A website is nearly always a work in progress.  

      It's sheer folly to outsource a function so fundamental to the ACA, but from what I've been told, with the way government salaries and hiring are controlled, it would have been impossible to put together an in house development team.  

      Good point about the shoddy deal with CGI.  The Ontario province canned their asses for dodgy work and failing to meet a deadline.  They do the same thing with healthcare.gov, and what happens?  The administration throws more money at them!  If only we all could get raises by failing to complete our work on time.

        especially this one.
        There should be a permanent dedicated team to make it the best possible. They're not exactly reinventing the freakin wheel here, either.
