    Each postal zipcode should vote each year for which of its neighboring zipcodes it should share a congressional district with. Every 10 years the average should set the zipcode's district among the number allocated to the state. Probably another rule that if the voting doesn't change more than 1/3 from the previous districting that they stay the same.

    The computer program to execute those few simple rules would take a few hours at most for a professional to write, and be easily reviewed by any professionals interested starting with the FEC.

    You'd write the rules into law, and let the programmers follow the rules.

    Perfectly transparent, fair, and extremely democratic.
