    In the cities, the population of those in need is so large and so concentrated that individuals cannot adequately address those needs.

    In rural areas, the population of those in a position to help is so small and/or so dispersed that, even though the number of persons in need may be smaller than what is seen in urban areas, individuals cannot adequately address those needs.

    In impoverished areas, there are simply too few individuals in a position to help.

    In all of these situations, only government can address the respective failures of scale.

    The word "parent" is supposed to be a VERB, people...
